DEMAND FOR DIAGNOSTIC TESTING FOR ACTIVE INFECTION (PDIA) FOR COVID-19 TO TRAVELERS FROM HIGH-RISK COUNTRIES WITH DESTINATION SPAIN

From November 23, 2020, all passengers arriving in Spain by plane or sea must attend a health control before arriving in the country. These controls may include temperature outlets, documentary control and visual control of the passenger’s status* (See exceptions for travelers with accommodation in the Canary Islands). In addition, those from a country/high-risk area in relation to the SARS-CoV-2 coronavirus must present a certificate with a NEGATIVE PCR result (BCR-PCR of COVID-19), performed 72 hours before their trip. The list of countries or risk areas will be updated every fifteen days on the Spain Travel Health –SpTH website www.spth.gob.es

Any change in the affected territories shall be made at 7 days of publication.

Health control before the entrance will consist of the following steps and will take place at the first port or Spanish airport at which the passenger arrives when it is your final destination:

1. Temperature receptacle: shall be made by thermometers without contact or thermographic cameras. In the case of arrival of passengers on an international trip to a Spanish port, the Christmas companies, under the supervision of Outdoor Sanidad, will take the temperature to the full before arrival.

In addition, they must be carried out by the PDIA those passengers who after performing temperature controls, visual control or documentary control must be determined that they may be able to carry COVID-19. Alternatively, passengers may be required to request a FREE RT-PCR trial of COVID-19 within 48 hours of arrival. The result will be sent to the External Sanity Services by the way that is indicated.

2. Document control: All passengers departing at any airport or port located outside Spain must complete a public health form called “Health Control Form”, whose content differs according to whether the journey takes place by plane or by sea. If the arrival of the passenger is by plane, you must fill in this form via the website https://www.spth.gob.es/ or by using the free SPAIN TRAVEL HEALTH-SpTH (available for Android, Ios).

3. Negative PCR accreditation for passengers in countries and high-risk areas: Upon arrival in Spain, if the passengers, processing of a country or risk area, are documentary in the implementation of a country, the completion of a PCR will not be adequately demonstrated for the SARS-CoV-2 with a negative result, which is performed 72 hours prior to arrival. You must carry out the Active Infection (PDIA) proof of infection that states the external health services. While the harmonious use of the European Union is not accepted, other diagnostic tests such as rapid antibody test, rapid testing of antigen and high performance serology (ELISA, CLIA, ECLIA) are not permitted.

Passengers with a temperature higher than 37.5 ºc and those determined that there is any suspicion that they may have received COVID-19 or other transmittable pathology after visual control or after analyzing the information contained on the Health Control Form. If this indicates the presence of symptoms or narrow contact with COVID-19, it should be a health evaluation, which will include the evaluation of its clinical and epidemiological status and a Diagnostic Test for Active Infection (PDIA), if necessary.

If after the health evaluation, the suspicion of the passenger is confirmed that there is a condition that could entail a risk for public health, if it is a narrow contact of COVID-19, or if a positive result is obtained after a PDIA-CoV-2 on arrival, the health alert protocols established in coordination with the health authorities of autonomous communities will be activated. To achieve this, the health authority may ask for the collaboration of other administrative bodies, public officials or other institutions.

The cost of any DAY that is carried out at the point of entry when a suspicion of COVID-19 detected in health controls will be assumed by the Spanish State.

However, when a NON-DAY PDIA is not available as set out in the regulation, it shall be noncompliance with and it shall apply it to the VI title of Law 33/2011, of 4 October, General Health of Public, referring to violations and sanctions.

SPECIFIC REGULATIONS REGARDING THE CANARY ISLANDS

Notwithstanding the provisions established above, according to the rules of the Canary Island Government, for stays from November 14, 2020, travelers from countries/areas that are not at high risk and other regions in Spain must show the proof of its antigen and/or PCR test upon arrival at the hotel. The proof of its antigen and/or PCR and the legal authorities must be made 72 hours prior to arrival. It may be presented in digital or paper form, and the following must be stated: date and time of the test, the identity of the physical person taking the test, the authorised centre responsible for its verification and its type, as well as the negative result. If you have not taken the diagnostic test, the hotel will inform you of the nearest authorised centre where you can be tested.

The Canary Island residents must prove their condition as such and declare their responsibility not to be abandonment of the Canary Islands within 15 days before arrival to the establishment and the no presentation of symptoms compatible with COVID-19 during the period.

This certificate will not be accepted to non-residents who validate through their travel document there have remained in the territory of the autonomous community of the Canary Islands, 15 days prior to the date of access to this tourist accommodation, and that there were no symptoms compatible with COVID-19.

INFORMATION ON THE RESTRICTION OF MOVEMENT AT THE DESTINATION

Due to the changing situation in the application of restrictions on movement by the competent authorities, we recommend that before traveling please contact the hotel for changes in the measures taken by the regional or local authorities.
